On July 9, 2026, the State Council issued the 15th Five-Year Carbon Peaking Action Plan, targeting a 17% reduction in CO2 per unit of GDP and 25% non-fossil energy consumption by 2030. This is the final systematic action plan before the 2030 peaking deadline. For the steel industry, its impact centers on three areas: how carbon quotas are obtained, how green power is consumed, and how zero-carbon infrastructure targets are quantified.
Carbon Quotas: From "Free Allocation" to "Paid Access"
For the first time, the Plan states that carbon quotas will no longer be fully free but will follow a "partially free partially paid" model. This means every ton of carbon emissions may soon carry a real cost. Even at an initial paid ratio of 5%–10%, the steel sector could face hundreds of millions of yuan in additional annual costs. Carbon is shifting from a production byproduct to a carefully managed input cost.
Green Power: From "Bonus" to "Entry Ticket"
The Plan's language on green power consumption has notably escalated—from "exploring" to "actively developing" direct supply models. More critically, it calls for gradually setting "minimum share" targets for renewable energy consumption in key industries. Once in place, this minimum will become a prerequisite for approving new projects or running existing lines at full capacity. The Plan also sets clear targets for energy storage and virtual power plants, addressing the intermittency concerns that have previously hindered steelmakers from using high shares of green power.
Carbon, Power, and Certificate Markets: From "Siloed" to "Unified Accounting"
For the first time, the Plan requires coordination among carbon markets, green certificate trading, and green power trading. The clear signal: environmental benefits from green power purchases can no longer be double-counted across markets. Companies will need a unified "one-account" system for tracking environmental credits. Additionally, the Plan establishes a National Low-Carbon Transition Fund and encourages financial institutions to conduct carbon accounting in their investment portfolios—meaning a company's carbon data quality will directly affect its financing costs.
Zero-Carbon Infrastructure: From "Pilot" to "Quantified KPI"
The Plan sets specific targets for the 15th Five-Year period: building approximately 100 national-level zero-carbon industrial parks and 500 zero-carbon factories. It also introduces the "building green with green" concept, signaling that future steel capacity may increasingly cluster where green power and zero-carbon infrastructure are most abundant—reshaping the logic of industrial location.
Industry Perspective: Carbon Cost Equals Competitiveness
Taken together, the Plan translates decarbonization pressures into real cost burdens and market access conditions. For stainless steel pipe and fitting companies, carbon quotas are no longer free allowances but priced inputs; green power is no longer optional but a binding constraint on growth. Companies that assess their carbon footprint early, establish robust accounting systems, and secure green power supplies will gain an edge in the coming industry shakeout. Those still waiting may find the window of opportunity closing fast.
